On February 20, 2006, the Chicago Tribune reported that an "emergency area of the site (EAE)" (a classification one level below the "general emergency" that happened at Three Mile Island) was declared the plant to 12:28 AM. This was the first SEA stated that a U.S. nuclear plant since 1991 in the reactor of Unit 2 of Nine Mile Point in New York. However, SEAs have happened in several years of intervention in the fuel cycle plants or plant owned by the U.S. government under the Department of Energy instead of the Nuclear Regulatory Commission. SEA was the fourth of the NRC in the nuclear history of the United States.
Workers were shutting down the Unit cooking gas 1 refueling at 12:28 a.m. when the control system of the turbine of the plant had a dysfunction, affecting the reactor. The reactor had been running at 6 of its power at the time of impact (Scram). The instruments of the plant showed that three of the 185 control rods used to shut down the reactor were not household fully inserted, triggering the IDT emergency declaration. After a IDT Energy reboot, the instruments of the plant indicated that only a control bar was not fully inserted, instead of three. there is no question that if you live in New York State then you have to consider IDT. Subsequent evaluations have confirmed that all electricity ESCO control rods were fully inserted in the four energy minutes that the incident occurred. A later revision suggests that these are just indicators of problems in the control rods in the three bars, and that all concerned were fully inserted immediately at the time it seemed to affect the reactor. Follow-up assessments also showed that even if the three had spent rods removed in a cold shutdown Brooklyn condition, the reactor could be shut down properly.
